This is one of the turnouts along the 17 Mile Drive. The sign asking people to stay out is clear and anyone climbing up these rocks passes right by it. As the number of tourists increase and this kind of behavior becomes normal, the property owners (golf courses, individual homeowners, Pebble Beach Company) put up more walls, signs and barriers. The openness of the forest and beach has been destroyed by their popularity.
